• Sabaa does not impose specific policies or programs on its affiliates. But it imposes a system of work and a professional approach. We therefore mention below the approaches in our system - not to limit - but to consolidate the culture of pragmatism, participatory democracy, and professional and scientific planning, and to develop a road map for the future party departments in terms of the required work methodology and the spirit of the party in its national work. We consider this methodology to be at the heart of our identity.
• We approach political action seriously and responsibly and we give the culture of strategic planning, policy design and detailed electoral programs a high importance. We consider that the traditional party style in developing its programs and projects no longer meets modern standards, neither in terms of mechanism nor spirituality. We believe that the development of a national project and a comprehensive plan for the homeland by a limited group of experts cooperating with these traditional parties lacks realism, inclusiveness and credibility. Within the framework of the – new - concept of "participatory democracy" adopted by "Sabaa", which necessitates the involvement of ordinary citizens and all segments of society in political work, we will involve in designing our policies and preparing our electoral programs all concerned citizens and national civic bodies.
• We also adopted the concept of the shadow government in our structure and it is also a new concept in party work in Lebanon and we have created units to involve specialists and scientists in our formal structure and in the national policy’s mechanisms.
• The Shadow Government is committed to monitoring the official government work as well as drawing up our national policies and managing the process of preparing our electoral programs. In this context, we commit ourselves to providing detailed electoral programs, prepared by party specialists in cooperation with the most important centers of studies and specialized civic bodies and involving the general public, six months before the date of any municipal or parliamentary elections. Moreover, we are committed to announcing these programs in a transparent and accessible manner to the general public through specialized marketing campaigns.
• We design our policies and programs within the framework - and the spiritually - of all the above mentioned principles and trends. We rely on a new and non-conventional scientific approach and on the latest human indicators, not only traditional economic performance indicators that are no longer adequate and sufficient in assessing the progress of societies. Hence, we design our policies in order to ensure an advanced classification of Lebanon in modern indicators that measure the results of policies on citizens' lives and sustainable development, not the form of policies themselves or their results on traditional economic indicators. Here is a list of some of the key indicators we adopt in setting our programs are:
1. The citizen's happiness index - and we consider it to be one of the most important indicators (it explores the extent of public feeling of happiness or misery)
2. Sustainable Development Index
3. Sustainable Human Development Index (average rate of life, education, per capita income, carbon dioxide emissions / pollution)
4. Social Development Index (services and social justice, health, environment)
5. Democracy Index (pluralism, private freedoms, and political culture)
6. Corruption Index
7. The indicator of the good state (in terms of its contribution to the good of humanity in relation to its size, its external influence on its environment negatively or positively, in the environment, its added value in the world economy, knowledge, science, security, etc.)
8. State Brand Index: To measure the value of the "Lebanon" trademark in the eyes of residents, visitors, foreign investors and the international community.
9. The Global Competitiveness Index (GCI): a broad indicator that combines all components of the country and its sectors and measures the country's ability to compete in all human, economic, and environmental fields, etc.
10. In addition to specific performance indicators for each sector, the policy is adopted and the evaluation is conducted on a scientific basis that helps in determining the responsibilities and weaknesses and correcting any defect in implementation.
